The UUID would probably be a good idea then, except that not all file
system layouts have one of those. Ditto for labels, plus they may not
be unique.

Why not just find the mount point it's going to have, and use that?
(Assuming the disk has one -- but if you want to watch for disks without
a mount point, you should probably listen to udev anyway.)
