Later versions of the kicad package (as included in the current Ubuntu
release) contain the extra dependancy. Kicad is not separately
maintained for Ubuntu (it is a package taken direct from Debian), so I
don't imagine this is going to be fixed for Hardy - it's not really
worth someone making a NMU against this old version.
