Please sync simage 1.6.1-4 (universe) from Debian squeeze (main)

Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu changes "transition to libgif" are now in debian

Changelog entries since current lucid version 1.6.1-3ubuntu1:

simage (1.6.1-4) unstable; urgency=low

  * control: Change deps from transitional packages of libgif to actual
    packages.  Closes: #540530.  Add ${misc:Depends}.  Set
    Standards-Version to 3.8.3.

  * control: Update debhelper compatibility to version 7.
  
  * rules: Set dependency_libs variable in .la file to empty string, per
