[Bug 472763] [NEW] Balder2D uses non-standard (and annoying) config locations

Public bug reported:

Binary package hint: balder2d

At the moment, Balder2D stores its config in ~/balder2d and
~/config.xml. It should store them in (traditionally) a .balder2d
subdirectory or .config/balder2d. It is a pain having a folder that
contains config not hidden, and goes against naming schemes.
