I can confirm this, because I have the same problem.
When I try to start a provider scan using the gui, I get this message:

Failed to open the VBI (i.e. teletext) device:
access error /dev/v4l/vbi0: No such file or directory.

I have a tv card with the SAA7134 chipset. "lspci" says the following about it:
02:03.0 Multimedia controller: Philips Semiconductors SAA7134/SAA7135HL Video Broadcast Decoder (rev 01)
