[Bug 338846] Re: eucalyptus-cc package needs to depend on 'bridge-utils', 'dhcp3-server', and 'vlan'

I'm adding them as "Recommends:". This means they'll be pulled in by
default, but are removable without causing Eucalyptus to be removed as
well. This lets people who do simple bridging remove the packages they
don't need in that situation.
