[Bug 338846] [NEW] eucalyptus-cc package needs to depend on 'bridge-utils', 'dhcp3-server', and 'vlan'

in MANAGED networking mode, the CC needs to be able to create bridges,
vlan tagged interfaces, and manage its own dhcp server for VMs.
