Yeah, it doesn't really make sense for plugins to depend on the thing
they add functionality to, in the case of a plugin pack, where it isn't
logical to assume that you are installing it because you want every
single plugin to be functional. I think any plugin DEPENDS/RECOMMENDS
like this should perhaps be an ENHANCES.

If someone enables a plugin for an application they don't have installed
either it should display a dialog explaining what they need to install,
or just fail due to doing something illogical. For awn-extras we have a
function that, as a plugin, you can call it with the depends you need
and if they aren't satisfied it will display an error and not enable the
applet.
