[Bug 382961] [NEW] ivs crashes randomly during usage on LTSP

Public bug reported:

During standard usage in classroom, IVS (iTalc VNC Server) tends to
crash on thin clients though ISD (iTalc Service Daemon) is still alive
making part of the actions to still work and some other to fail.

ICA should detect cases where the VNC server is dead (by looking at
SIGCLD for example) and if so, respawn it (ideally the VNc server
shouldn't crash but well ...).

There is currently no easy way to reproduce the bug if someone knows a
way to trigger it easily, please provide it.
