Per <https://wiki.ubuntu.com/MainInclusionProcess>, I think this is
sufficient to allow inclusion of smarty in main.  It's great to have
more review of the code of course, but I'm satisfied that this package
can be promoted once a moodle package is uploaded that depends on it.
