Please sync raidutils 0.0.6-9 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
Patch has been integrated into Debian and 0.0.6-9 builds fine.

  * add linux-libc-dev build dependency, to satisfy the more abstract
    linux-kernel-headers (closes: #498822)
  * integrate Ubuntu patch for FTBFS with GCC 4.3 by adding perms arg to
