[Bug 367642] [NEW] empathy uses notification on every irc message

Binary package hint: empathy

Empathy notifies for every IRC message rather than only notifying when your nick is called.
You receive no notification at all if 'Preferences > Notifications > [x] Enable notifications when the chat is not focused' is unchecked, even when your nick is called.
* A constant stream of messages defeats the point of notification.
* Notification should be default.

this is with Empathy 2.26.1
