[Bug 367564] [NEW] can't open video files since updating to jaunty

Public bug reported:

When I updated from 8.10 to 9.04 the video reading stuff in python-
opencv stopped working. I can still access my webcam, but not video
files.

Example (python) code:

from opencv import highgui
highgui.cvCreateFileCapture(video_file)


cvCreateFIleCapture will always return None.
