technically by using setup.py you're doing a 'build' of gwibber so you
need the build dependencies, which include python-distutils-extra

$ apt-cache showsrc gwibber | grep Build-Depends
Build-Depends: cdbs (>= 0.4.49), debhelper (>= 6), python-all-dev, python-central (>= 0.5.6), python-distutils-extra

you can install all build dependencies via apt
$ sudo apt-get build-dep gwibber
