This still appears to be a problem for me when trying to install chkconfig:
Unpacking chkconfig (from .../chkconfig_11.0-79.1-1.2_all.deb) ...
dpkg: error processing /var/cache/apt/archives/chkconfig_11.0-79.1-1.2_all.deb (--unpack):
 trying to overwrite `/usr/share/man/man8/service.8.gz', which is also in package sysvinit-utils
Processing triggers for man-db ...
Errors were encountered while processing:
 /var/cache/apt/archives/chkconfig_11.0-79.1-1.2_all.deb
E: Sub-process /usr/bin/dpkg returned an error code (1)

I've tried clearing my apt cache and updating, the available versions are:
chkconfig: 11.0-79.1-1ubuntu1
sysvinit: 2.86.ds1-61ubuntu11
