[Bug 358109] [NEW] vimoutliner commands to do not work properly for .otl files

Public bug reported:

When opening .otl files in VIM in Intrepid, they would be formatted
according to vimoutliner's (vo) rules, and vo's special commands would
all work.

After upgrading to Jaunty vo seems to be half-implemented. The
formatting works for files already created with vo, but the commands do
not, and working on new files does not behave correctly either.
