[Bug 357106] [NEW] quit session dialog in netbook-launcher can be hidden by launcher but blocks input

Probably a relatively minor issue, but I noticed that if you click the
quit button in netbook-launcher, it does not force it to stay in the
foreground.  So an inadvertent click outside of the dialog box will
cause it to get hidden by launcher.  Except that when the quit session
dialog is open, it prevents other icons from being selected in launcher,
which could be confusing if someone ends up in this situation.
