After some investigation, klavaro starts up when LANG is set to fr_FR.UTF-8 for instance, but not for fr_BE.UTF-8.
Oddly enough, you still can select a belgian keyboard in the program.

This looks like a regression (it worked OK in hardy/intrepid);
