The wx-config script is actually created in the postinstall step of the
package:

libwxbase2.8-dev

You can see the script that it runs by doing:

dpkg --control libwxbase2.8-dev_2.8.7.1-0ubuntu3_i386.deb  [name of
temporary directory]
