Please sync mgp 1.13a-1 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
Only Ubuntu change was a build-depends change of libungif4-dev to libgif-dev.  The change has been made in the latest Debian version, and can be dropped safely.

  * QA upload.
    + Set maintainer to Debian QA Group <packages at qa.debian.org>
  * New upstream release. (Closes: #478184).
  * Change libungif4-dev build-dep to libgif-dev.
  * Change gs suggests to ghostscript.
  * Change tetex-bin suggests to texlive.
  * Make distclean not ignore errors.

  * Bump Standards Version to 3.8.0.
