Please sync mgp 1.13a-1 (universe) from Debian unstable (main).
Explanation of the Ubuntu delta and why it can be dropped:
Only Ubuntu change was a build-depends change of libungif4-dev to libgif-dev. The change has been made in the latest Debian version, and can be dropped safely.
