[Bug 44971] UVF request: Update gnome-orca from 0.2.2 to 0.2.4.

Public bug reported:

Request to update gnome-orca 0.2.2 to 0.2.4. This release has some
important new features, such as GUI based config/setup. An updated
package would allow more thorough testing, and elp improve it upstream,
as this package may play a more major role in Ubuntu's accessibility
infrastructure in future releases.
