[Bug 44967] UVF Request: Updating gnome-orca to 0.2.4.

Public bug reported:

Request to update gnome-orca to 0.2., this new version brings some major
enhancements, including GUI based setup, as well as magnification
support. It would be nice for users to be able to thoroughly test the
package, as it may play a bigger role in Ubuntu's a11y infrastructure in
the future.

Attached below are a diffstat, and changelog diff, bot between 0.2.2 in
the archive, and 0.2.4.
