[Bug 4417] Menu item caption says nothing about its function to a noob user

Although the Name is "GNOME PPP", the Comment is "GNOME Dialup Tool".
Ideally "grandma" moves the mouse slowly over the icon, and a tooltip
pops up with the Comment.

More generally, this issue should probably be taken upstream, as the
.desktop file has been prepared by the GNOME developers, and is
apparently considered sufficiently HIG compliant.
