[Ubuntu-ZW] Error fetching archives using apt-get install

I am trying to install Qt for open source C++ development. I use
Kbarcode to print my barcodes and it needs qt to be able to fetch the
barcodes from a database (mysql or postgresql). 
Now, running the command:
gyron at gyron-laptop: sudo apt-get install libqt4-dev
will give me this:

I still use ubuntu 8.04 on this laptop. Is it my laptop, internet
connection, or something is wrong with the server, at least as far as
these archives are concerned?
