Voting on Team Structure

Dear All,

Theoretically, in order to determine the structure of our LoCo Team (as
per one of Ronald's points), we first have to decide if we want to elect
a team leader, or if we continue as we have been operating thus far.

NOTE: The outcome of this will only decide if we want to elect a leader.
If the vote is in favour, we will then have to nominate candidates and
vote on that too. We promise to release the results on time though :)
