[ubuntu-za] Advice please - Dell laptop

Good morning all,

Some advice will be appreciated.

A friend's laptop was stolen, the insurance has offered him the 
replacement detailed below.

He uses Ubuntu, therefore does not need the Win 10 installation.

If he asks for a laptop loaded with Ubuntu or with no OS, then perhaps 
he can avoid Microsoft licence fees and ask for something else to be 
added - but what?
