Not any more. Apport automatically reports bugs in development releases,
but is always turned off before release.
In Precise, we introduced a new tool, whoopsie-daisy, that reports
crashes to https://errors.ubuntu.com/
They don't result in bugs, but when people see lots of similar crashes,
they'll file a bug from the data that whoopsie-daisy picked up.
You can turn it off in System Settings:
