You get the same results with 'sudo aptitude dist-upgrade'?
I think it comes down to the fact that 'language-pack-en-base' package needs
to be removed and replaced with a newer version before 'language-pack-gnome'
and 'language-pack-en' is upgraded.
At times, upgrading (as opposed to updating) packages may require older
packages to be removed.
