You seem not to have read the original post, where I proposed that a
public-interest law firm would tackle this at no cost to us.

Hence the suggestion (again, in the original post!) that we could seek a
declaratory order on grounds of "class interest", where instead of suing
any particular merchant, we could ask the court to order them all to
obey the law. However, I am not a lawyer and we would need advice on
this. 

In the scenario where a particular consumer would sue a particular
retailer who had refused a refund, any un/favourable profile would
accrue to that individual - I would expect that to many, s/he would
become a hero, redistributing millions of rand from Microsoft and
unscrupulous merchants to the computer buyers of SA.
