The law says no distribution without paying.  A CD with it on there is 
distribution, installed or not.  And supporting a different CD for 
different regions, not to mention different repositories, and mirrors 
based on law...  The separation is a good as can be done with the legal 
minefield they have to walk.

However, there is nothing stoping you from merging the medibuntu and 
ubuntu repos, and offering that on, or off line...
