You could try to find a modem supported by openwrt and then reflash it with
whatever you like. But it's a lot of work and you may brick the modem.

So it's easier just to put the modem in a box and put a padlock on it. My
dad had a similar problem with Telkom technicians working on the
distribution box in his office building: They would make all kinds of
mistakes, so he a lock on it. Now when they want to work on it they have to
ask for the key, but some still have the arrogance to show up without their
identification cards.
