As an intermediate solution you can use the web chat 
http://ubuntu-za.org/irc-live-chat. I'm assuming browsing works.

It seems you have an issue with your network.

* Connection failed. Error: Network is unreachable

How are you connected to the Internet?  Does

ping 38.229.70.20

work?
