Hi Quintin,
I'm not sure if this is a proxy related issue, but try the following:

	sudo apt-get update -o Acquire::http::No-Cache=True

- which should instruct the http apt-get request to bypass the proxy's
cache. I'm not sure if aptitude uses the same -o parameters as
apt-get...

You'll know soon enough if it's proxy related.
