[ubuntu-za] USB Problem with 10.04

I cannot write to the device, nor can I format it. When I check under "properties", "Permissions" the owner is root.I cannot even change or delete any documents on the usb flash disk. Is there any way of changing the "owner" from root to allow anyone logged onto the PC to access USB devices??
