[ubuntu-za] "Upstream" LoCoTeam meeting feedback

(I'm posting this for awareness of the global LocoTeam coordination
process...)

There was an IRC meeting on Tuesday evening in #ubuntu-meeting for
representatives of all LoCoTeams.

Practically all the discussion was about handling communications for
teams whose primary language is not English and who don't want to or
cannot read and post to the English mailing lists for Ubuntu and
LoCoTeam coordination.
