Ah okay, so then if dkms.conf is automatically generated, does it need
to be present in the source package?  Sounds like it's not causing harm
though so maybe not a big deal.

Yeah, perhaps at UDS we could sit down for an hour and just go through
and document some of the high points, like we did with fglrx.  These
binary drivers always have unique bits to their packaging.
