I would say that if two or more (non-duplicate) bugs have something in
common, it's useful to have a tag for it. The usefulness of the
"official" list is mostly to ensure that we don't end up with 4
slightly different tags describing the same thing (for example,
dual-head problems were tagged with dual-head, dual-monitor and
external, and I could easily imagine people using dualhead and
dualmonitor as well).  It's straightforward to create a tag in
launchpad, just add it and LP will ask for a confirmation if it hasn't
seen the tag before in that context. If you want to add it to the list
on the wiki, I have nothing against it.

In general, my opinion is just go ahead and use new tags if you think
they're useful. If it turns out there are tags with the same meaning
later, it's easy to change them.
