Should xinput be installed by default?

Is it worth noting that it's generally a bug if the user needs to
manually configure special keys with an FDI file just in order to get
standard features to work (as opposed to user-specific customisations)?

I think we should describe the standard keymap setup as well as the kind
of specialised example you gave, and indicate how to change it so that
both console and X are affected consistently.
