[ubuntu-x] Using console-setup's keyboard setup for HAL and xorg input-hotplug

Timo deployed the new input-hotplug config changes today.  Please update
your intrepid, reboot, and try it out.

I've also sketched in some rough docs about how to do configuration of
input devices with HAL and xinput (starting about halfway down):

Please review for any errors or omissions.  Less contrived examples
would also be appreciated.
