As far as mailing list policy is concerned:

* Non-members should not be allowed to post.

Otherwise, apart from the reasons mentioned by Svaksha, the
spam/moderation queue would be too much for admins.

I know because I have been managing the GLUG-Cal list for the last 10+ years
(In that list first time posters are moderated) and have experimented
with the idea.

In special cases, some concerned member may forward other people's mail.


Whatever, the list does not seem to have enough traffic for an
elaborate moderation system.
