I agree with Elizabeth - Gimp is good. It's pretty straightforward too.
There are lots of tutorials for Gimp on the web. If you give me an exact
example of what you need, I can help out/find a tutorial for you.

 Of course, if you try GIMP but you feel that nothing works as well as M$
Frontpage you can install that on WINE.
