[UbuntuWomen] Proposing a mentoring framework

Greetings all,

Since launching the Pollka project[0] to make a A Real Thing (tm) of the
code we used for the competitions earlier this year and for a mentoring
sandbox, I've been thinking of how this can be expanded to include other
projects and add value to the UW project as a whole.

I've gone ahead and drawn up a blueprint [2] for "Mentoring
Partnerships" and registered it against the project on Launchpad.

Please feel free to jump in and continue drafting the proposal (and add
yourself as a drafter if you do!). I am attempting to attend UDS-N and
it'd be nice to be able to propose a really polished version for the
sprint and maybe even make it a project deliverable for the Natty
Narwhale cycle.
