+1 to no attachments.  To fix the "things get stuck in queue" issue,
Mailman has an option under "Non-Digest Options" called "Scrub
attachments of regular delivery message?" - we should jsut set that to
yes.

I also think that the project leader should hace admin rights to the
list.  As someone who manages oh about 10 mailman lists, it's not a big
deal to add a person ever six months.  Particularly when that person can
just add her sucessor at the end of her term!  It's most definitely
common practice on the lists I'm on.
