It turns out that LaunchPad has a voting feature! :)
I've gone ahead and added the current folks who have volunteered, and
will continue to do so as people volunteer. The poll opens on the 14th
and I'll drop a reminder to the list when that time comes to remind
people.

Due to the nature of the channel (frequent trolling, frequent changing
in member availability as far as IRC is concerned, ability to add
dozens of ops) the access list is pretty fluid.
Currently in addition to freenode staff, UbuntuIrcCouncil and 14
current ops, 3 people have permission to add new ops as needed and
thus far it's worked out pretty well without much beyond "Hey, can
$so-and-so be added?" to get new ops added.

Votes are common for teams when adding new administrators to team
resources. Typically they're done on IRC during meetings with
MootBot[0] but since there is resistance to making things IRC-based I
think the launchpad poll is a fair compromise since everyone who is
part of the team can easily vote through the web interface.
