She is not "lone-wolfing" it, she said herself that she's spoken to
Daniel Holbach, and she has discussed it with others in the community
as well.
The CC is to be consulted when other attempts at reconciliation have
failed. In some cases the person making the breach simply doesn't
realize their actions are a problem, or if they do, don't realize how
serious and harmful to the community their actions are. I don't really
see saying that she'll take it to the CC as a threat, but more of an
aid for explaining how serious the situation is.
