[UbuntuWomen] UW article for Fullcircle mag

On P7 we now have an API for plugin development for tuxpaint - the idea
being that older kids can make plugins for younger ones.

There are quite are other programs that are set to teach kids
programming - not sure how much is actually packaged for Ubuntu tho.
