Personally, I'd prefer the CoC to stay (more or less) like it is, with
guidelines as evolving explanations of the CoC on several more specific
topics. Both have their own purpose. And actual guidelines might
differ a bit between teams too, depending on their size, cultural
differences, etc.
Trying to force a detailed set of rules onto everybody will only result
in more people refusing to sign those rules, and that's exactly contrary
to what the CoC tries to do.
If UW wants to make the behaviour towards women better, I suggest you
create a set of guidelines on that topic (based on community feedback),
and then e.g. try to get as many other teams to formally adopt those
UW-guidelines as part of their own guidelines.
About using a carrot instead of a stick: you can give "something" to
teams or individuals that do their best to be women-friendly and make
their environment women-friendly.
Could be a label, a honorary mention, a t-shirt, etc.--I'm sure someone
can find something more original... ;-)
