This works for me with Openbox and feh:

wget http://tools.wikimedia.de/~daniel/potd/potd.php/commons/1600x1200; feh
--bg-center potd-1600x1200.jpg

So I think Gnome should use gconftool -s to set
/desktop/gnome/background/picture_filename ... ? I'm not very familiar with
Gnome or gconf, so you may have to toy with the settings.
