I suggest uninstalling the official version for Ubuntu 20.04 (focal), then install new version from cirata.com.

$ sudo apt-get remove subversion
$ wget https://opensource.wandisco.com/subversion/subversion_installer_1.14.2.sh
$ sudo bash ./subversion_install_1.14.2.sh
