right, the issue is that scribus does not use a standard location for
its docs ... typically deb packages ship their docs in
/usr/share/doc/<packagename> while scribus ships them in
/usr/share/<packagename>/doc ...
firefox uses (and auto-connects) the "system-packages-doc" interface
that allows it read access to everything under /usr/share/doc

you could file a bug against firefox to ask for an additional interface
for this but i'm not sure if anyone would want to take the effort for
maintianing a whole interface just for one package behaving in a non-
standard way ...
alternatively you could file a bug against scribus to ask that these
files get moved to the standard documentation location ...
and third you could create a systemd mount unit (or fstab entry) to
establish a bind-mount of the contents from /usr/share/scribus/doc into
/usr/share/doc/scribus, that would work around the restriction...
